I think you need a standard edition to get a remote desktop connection - not sure though
In setting up a new web server for Web Connection, am I better off with Windows Server 2008 or 2012?

I'd suggest going with 2012 just because it'll last you longer. Always install the latest version possible to push out the removed support that will eventually come. With current versions you have 10 years :-)
Note though that 2012 uses the Windows 8 UI - so just be forewarned. Personally I don't mind that since both desktop and server use a similar UI, but some people sure hate it and it's certainly not optimal for the server.
As to Web Edition - I think you can use that for Web Connection. You can still RDP into the /console (ie. you can get an Admin console, but there's no individual RDP licenses). But make sure you check - maybe install on a VM and test - or maybe somebody can confirm.

Thank you for the insights. I just heard back from my hosting service on pricing. They want an extra $60/mo for 2012 Standard compared to 2008 Web Edition. I'll need to factor that in as well. 2012 Web Edition is not offered.

What? $60 a month? Licenses for Win Server standard are like $650 plus about $150 for a 5 cal license. How do they justify the $60? $10 maybe $20 might be reasonable or maybe they let you bring your own license?
